SMPTE Engineering Committees

Standards Committee (ST)

As an advisory committee, it shall advise suitable action for consideration by the Engineering Vice-President in the fulfillment of the engineering responsibilities of that officer in keeping with the Society's scope and interests.

As an initiating committee, it shall be responsible for the establishment and dissolution of Technology Committees, and for establishing the Scopes for the Technology Committees.

It shall oversee the work of all Technology Committees to ensure that work falls within the appropriate Scopes.

As an engineering document review committee, it shall review proposed new documents and documents proposed to be reaffirmed, revised or withdrawn for the purpose of approving that all procedures were followed and that the documents meet the requisites for Society sponsorship.

Where work is appropriate to the Society's interest and not covered by a standing Technology Committee, the Standards Committee may establish subgroups which report to it to fulfill engineering needs.

As an approval committee, it shall approve the procedures or modifications proposed by the Engineering Vice President concerning the procedures registration for the SMPTE Registration Authority.

SMPTE Technology Committees

Statement of Participation to Become a Committee Member.

SMPTE charges an Engineering Committee participation fee of $325 US per year. This applies to Participating and Observer members of any due process committee(s). Active SMPTE members who wish to participate in Engineering Committees pay a "standards supplement" of $200/year unless exempted (see below).  One fee or supplement payment covers participation on one or more committees.

Exemptions to Standards Supplement

•         Diamond Sustaining Member companies:  these companies are our biggest supporters, and all employees of these companies will be exempt from the supplement.
•         Other Sustaining Members:  we appreciate the support of Sustaining Members at all levels, and all Designated Complimentary Members of Sustaining Member companies will be exempt (number varies with membership level).
•         Companies who host meetings: one of the principal reasons for the low cost of SMPTE standards activities is the generosity of our meeting hosts.  We will not charge the standards participation supplement to any employee of a company that hosted at least four days of SMPTE engineering meetings during the previous year.
•         Those not generating income from standards activities:  educators, retirees, anyone able to certify that they do not receive income by virtue of their participation in standards committees will be exempt.
•         Any member not exempted above who can show that payment of the standards participation supplement would create hardship may apply to the Director of Engineering for exemption, which may be granted subject to the approval of the Executive Director.

 

 


Members who have paid the Standards Supplement (or who are exempt--see above), or those who have paid the non-member participation fee, who wish to participate in SMPTE Engineering committees must first join the SMPTE Standards Community -- this requires agreement to the Statement of Participation.


General Scope:

To develop SMPTE engineering documents; review existing documents to ensure that they are current with established engineering practices and are compatible with other international engineering documents where possible; recommend and develop test specifications, methods and materials; prepare tutorial material on engineering subjects for publication in the SMPTE Motion Imaging Journal or for other means of dissemination benefiting the Society and the industry. The Technology Committees fall into three categories

Essence - The creation and care of all master elements

Applications - The modification of essence elements for delivery in a specified application

Infrastructure - The supporting tools needed to work with essence elements in other TCs

Specific Scopes:

The General Scope is supplemented by a specific scope for each Technology Committee to identify clearly the committee's area of prime responsibility and distinguish its responsibilities from those of other committees.

 

Essence 10E

The general scope as it applies to electronic capture, generation, editing, mastering, archiving, and reproduction of image, audio, subtitles, captions, and any other master elements required for distribution across multiple applications

Applications Committees

Film 20F

The application of the general scope as it applies to application of mastered essence to theatrical film distribution, including, media and component creation, marking, laboratory methods, reproduction, packaging, projection, and related topics. Additionally film capture, editing and recording.

D-Cinema 21DC

The application of the general scope as it applies to application of mastered essence to theatrical digital distribution, including compression, encryption, wrapping, marking, packaging, media, logging, playout, projection, reproduction, and related topics.

Television 22TV

The general scope as it applies to application of mastered essence to television distribution, including compression, encryption, wrapping, marking, packaging, media, control, display presentation, reproduction, and related topics.

 

Broadband 23B

The general scope as it applies to application of mastered essence to electronic broadband distribution, including compression, encryption, wrapping, marking, packaging, tracking/control, presentation, reproduction, and related topics. 

 

Infrastructure Committees

Metadata/Registries 30MR

The application of the general scope as it applies to definition and implementation of the SMPTE Registration Authority, used to identify digital assets and associated metadata. Additionally, the common definition of metadata semantic meaning across multiple committees.

Files Structures 31FS

The application of the general scope as it applies to definition of common wrapper structures for storage, transmission, and use in the carriage of all forms of digital content components.

Network/Facilities Infrastructure 32NF

The application of the general scope as it applies to definition and control of elements supporting the infrastructures of content production and distribution facilities, including file management, transfer protocols, switching mechanisms, and physical networks that are both internal and external to the facility excluding unique final distribution methods. 

Time Labeling and Synchronization 33TS

The application of the general scope as it applies to the definition of time labeling of essence and the synchronization of systems and essence in both digital and analog forms over networked and streaming transports.
